SCHOOL RESOURCE OFFICER

effort by certified law enforcement officers, educators, students,
parents, and the community to offer law related educational
programs in the schools in an effort to reduce crime, drug
abuse, violence, and provide a safe school environment."

The function of the School Resource Officer (SRO) is to collaborate
on-site with school staff, faculty and administration to investigate
crime occurring on school property and involving school personnel
off of school property. Through the incorporation of crime
prevention into the school curriculum and enhanced communication
with the student community through the school setting, a safe
and secure school environment is maintained.
By establishing a permanent officer presence in the schools,
the SRO is able to keep abreast of elements and incidents
that threaten the students or school and assist the school
staff with the development of safety procedures. Through talking
to students and staff and going into classrooms, the SRO is
able to provide education on prevention to the school community
and develop prevention programs with the school staff. The
SRO also acts as a liaison for other state agencies. The School
Resource Officer also presents a positive role model and mentor
to the student community. By being actively in the school,
the SRO can provide individual mentoring to students, fostering
a positive image so that enhanced communication with students,
staff and parents can exist. The SRO also attends extra-curricular
activities in support of the school community. In addition,
the SRO is responsible for receiving and investigating reports
from the school staff and determining if it is required to
report the incident under mandatory state law.

HIGH RISK WARRANT TEAM
During the course of normal police duties, patrol officers
may be called upon to perform tasks which pose a greater chance
of serious injury or death than the routine patrol activities
he is accustomed to. It is in these types of situations which,
by their inherent nature of location, criminal element, history
of violence of the

| subjects involved, likelihood of armed suspects,
fortified location or structures, and numerous other circumstances,
present an even greater hazard to the patrol officer. Situations
such as these we deem "High-Risk". |
| The mission of the High Risk Warrant Team is to
facilitate the execution of search and arrest warrants and provide
additional tactical capabilities to the department. This mission
becomes a necessity when the service of such warrants, poses
a greater risk of harm to innocent civilians, police officers,
or the subjects themselves. |

High Risk Warrant Team personnel are specially
trained to operate in such "high risk" environments
to safely accomplish the law enforcement mission. |

| The High Risk Warrant Team consists of 12
tactical members and 4 tactical medics (the medics are selected
from the North College Hill Fire Department and are required
to attend the same tactical training that the police members
do). |

The team trains regularly in defensive tactics, hostage negotiations,
marksmanship, less lethal munitions, hazmat environment operation,
team tactics, downed officer/victim rescue, barricaded subjects,
active shooter situations and many other tactical topics.

THE NORTH COLLEGE HILL POLICE DEPARTMENT'S BICYCLE UNIT
Bike units have proven effective in enhancing positive community
relations, in tactical and covert patrol and in rapid response
during periods of extreme traffic congestion. Our bike patrol
officers can arrive on scene literally within seconds at auto
accidents, fire alarms, bar fights and medical emergency calls
in the city.

The North College Hill Police Department's Bicycle
Unit is made up of 4 officers. These officers volunteered for
this unit, have successfully completed a 40-hour bicycle-patrol
instruction course, and are nationally certified bicycle-patrol
officers.
The officers have access to the department's 3 patrol bicycles
when on duty. The bikes, which are speed mountain bikes, and
the related equipment, cost around $1,100.00 each. |
| Bicycle patrol, in addition to other types of
patrol, has emerged as an effective way to patrol today's communities.
It allows and officer to cover more ground and at the same time
provides less of a barrier than a vehicle for improving community
relations. In addition, the bicycles allow officers to get into
areas that normally are not easily accessible by patrol vehicles,
and allows the officers to "sneak-up" on the bad guys.
The bicycle unit works in predetermined areas of the neighborhoods,
and at special events. The availability and use of this type
of patrol is dependant upon the bicycle officers schedules,
the necessity of motorized patrol, and of course, the weather |

Since 1997, our bicycle patrol has ridden many miles made
arrests involving drugs, burglary, and shoplifting. Click

the public has been overwhelmingly positive. The bicycle is
more approachable than a patrol car and the public feels that
the police officers are more accessible. Look for the bicycle
